What this snippet does

Under isolatedModules, re-exporting a type without the 'type' modifier can cause runtime errors because transpilers can't distinguish types from values.

Expected output

Compile Error: 'Config' is a type and must be imported using a type-only import when 'isolatedModules' is enabled.
